Pc vs Mac Essay Example for Free
Pc vs Mac Essay Which do you prefer? Many people are quick to choose a mac over a pc. But few take these variables into consideration. Pcââ¬â¢s run off a better, more reliant operating system, cheaper and better quality parts, and is compatible with a wide variety of software and games that the macââ¬â¢s operating system cannot read. Before you chose read the essay, you might have a change of heart. Why might a person chose a pc over a mac and what kind of person does that make him? The Windows 7 operating system blows the macââ¬â¢s operating system ââ¬Å"Mountain Lionâ⬠out of the water. For starters the macââ¬â¢s operating system is not as user friendly as its competitor Windows 7. Many people grew up with Windows and were taught how to work under that operating system. So the interface of Mountain Lion might seem counterintuitive. For example, the macââ¬â¢s tricolor windows management buttons (red, yellow, and green) donââ¬â¢t work how youââ¬â¢d expect them to. When hitting the red button to close an application the application doesnââ¬â¢t actually close. It closes the window but the application is still running in the background taking up valuable space on your RAM. RAM stands for Random Access Memory and is one of the most important parts of your computer. The RAMââ¬â¢s main purpose is multitasking, the ability to run several programs and applications at a given time. So a user that is not familiar with the macââ¬â¢s operating system would never know that their ability to multitask is hindered due to the unknowingly running application. Taking a look at another key component of the Windows 7 and Mountain Lionââ¬â¢s operating system is the dock and taskbar. The dock and taskbar is found at the bottom of the screen on both operating systems. Even the most ill-informed user knows what purpose the dock and task bar serves. The purpose is to launch applications easily and quickly. Both the dock and taskbar are customizable so the user can put whatever application or software that he/she uses most often. The Windows 7 taskbar and the macââ¬â¢s dock are almost identical in appearances except for the size and positioning of the thumb nail shortcuts. In my opinion the macââ¬â¢s dock is too cluttered and is hard to see what applications you currently have running on your computer. The Windows 7 taskbar is much more user friendly, clean and well organized; I have no problem seeing what I have running. The ability to multitask is very beneficial. Like I mentioned earlier RAM is a key component in what allows you to multitask. The more RAM you have and the better quality or speed of the RAM will determine how fast you can run application and how easily you can navigate them. RAM is very important in the ability to multitask but without the tools to do so RAM is pretty much useless. Think of it this way, the operating system is an outlet and the RAM is one of the many plugs. Each operating system comes with its own built in hot keys to activate shortcuts. A hot key is a combination of keys that provides quick access to a particular function. For example, Windows 7 Alt + Tab show you every application that is currently opened and gives you the option to switch between them. This allows for a very easy way to navigate between applications. Mac has a similar tool called mission control. Which with a hot key of your choosing letââ¬â¢s you view all of the applications that is currently opened. Windows 7 also has a feature that is extremely user friendly. Itââ¬â¢s a feature that anybody that has used a pc or laptop running Windows 7 is familiar with. Itââ¬â¢s called the snap feature. If the user wanted to view two applications or webpages at the same time he/she could just slap the application against the left or right side of the screen to resize it to fit exactly the left or right portion of your monitor. I personally use this feature all of the time when writing a paper that requires research. I have the application word taking up the right half of my monitor and whatever source Iââ¬â¢m using for my research taking up the left half. This eliminates constantly having to switch between the two. The macââ¬â¢s operating system does not have a feature like this. So in my opinion multitasking is much easier on Windows 7 rather than the macââ¬â¢s Mountain Lion. As humans the number one contributing factor in what we buy is price and quality, ââ¬Å"getting the most bang for your buckâ⬠. This is where pcââ¬â¢s shines. Macââ¬â¢s are notorious for being extremely overpriced. The cost to quality of the product ratio is skewed in favor of the cost. But donââ¬â¢t take my word for it; let me give you an example. I looked up the cost of an iMac desktop computer and the specs of the computer off of Apple. com. I also looked up a random desktop computer running Windows 7 off of Dell. com and compared the two. The cost of the iMac is $1,300 and the specs are as follows; a 2. 7GHz quad core Intel core i5 processor, 8GB of 1600MHz RAM, and a 1 TB hard drive. The cost of the desktop off of Dell is $499. 99 and the specs are as follows; a 3. 2GHz quad core Intel core i5 processor, 8GB of 1600MHz RAM, and a 1 TB hard drive. Before I talk about the comparison ill briefly explain what the specs mean. The Intel i5 core is the processor that is on each computer and the GHz is how the speed of the processor is measured. The 1600MHz is the speed of the RAM that is on each computer. TB stands for Terabyte which is 1,000 GB or Gigabytes. So first letââ¬â¢s look at the similarities, both the iMac and desktop each have 8 gigs of 1600MHz RAM, a 1 TB hard drive, and they both have 4 cores. Now letââ¬â¢s look at where they differ. They both have the same brand of processor (Intel) and both are i5ââ¬â¢s but the speeds are different. The iMacââ¬â¢s speed is 2. 7GHz compared to the desktops speed of 3. 2GHz, a difference of . 5 GHz. So after looking at the comparison as a whole both the iMac and Dell desktop are pretty similar except for the difference of the . 5GHz in favor of the desktop. So if both computers are pretty similar with the desktop being slightly better then why does the iMac cost $1,300 and the desktop cost $499. 99? Itââ¬â¢s simple, because of the brand name. Apple can charge outrageous prices for an inferior product just because it has an apple on it and people will buy it, yet another reason why pcââ¬â¢s are better than macââ¬â¢s. Also pcââ¬â¢s are cheaper because you can build your own! Unlike a mac you can build your own pc from scratch. You can buy every individual part including the tower and assemble it yourself. Iââ¬â¢m sure youââ¬â¢re asking yourself, ââ¬Å"Why would I want to build my computer when I could just buy it in one piece off the batâ⬠? When buying the computer not assembled itââ¬â¢s much cheaper than buying it in one piece. When buying a computer fully assembled youââ¬â¢re paying for that luxury in labor costs. I myself have built my pc. I spend in total around $2500 on my pc and I bought each part individually. If I were to buy my computer fully assembled with the same parts and specs it would of cost me around $4500. So by spending a couple hours assembling the parts I saved $2000. There is no option in buying a mac in individual parts as it is too complex to build yourself without the assistance of machinery, yet another example on how pcââ¬â¢s are more user friendly than macââ¬â¢s. Another reason to buy a pc over a mac is compatibility. For all those gamers out there a pc is for you! If you are a gamer than you probably know about steam if not let me explain. Steam is the biggest online retailer of pc games. Theyââ¬â¢re tens of thousands of games that are just a click away from being able to download and play. All of these games are only compatible for the Windows operating system. Iââ¬â¢m sure there is similar websites for mac users but I guarantee that it wonââ¬â¢t have even close to the selection that steam has. So if youââ¬â¢re a serious gamer there is no question, buy a pc. The result is the same if your look at the available apps you can download for each operating system. There are a decent number of apps available for Mountain Lion but there are thousands more on Windows. If youââ¬â¢re wondering why there is a much larger selection for Windows the answers simple, demand. The number of pc users far outweighs the number of mac users so this creates more demand to make games, software, and apps formatted for the Windows operating system. Sony Vegas is an example of a major piece of software that is only available Windows users and cannot be run on a mac. Now there are some downsides to having such a large amount of software, apps, games, and other downloadable content available to you. The downside is Windows users are much more susceptible to downloading a virus. Itââ¬â¢s a good thing that Windows has advanced malware and virus protection such as Norton, Bitdefender, Kaspersky, and my personal favorite Avast. Those are just a few examples there are many more that will suite your needs. These virus protection programs will protect your computer from most if not all viruses. Throughout this essay I have expressed my opinion on whether to buy a pc or mac. I believe that the Windows operating system and pc is and forever will be superior to Mountain Lion and mac. I hope this essay will help people that are on the fence about buying a mac or pc. I hope this essay pushes you onto the correct side, the pc side! But thatââ¬â¢s just my opinion, and many others. So which do you prefer?

Analysing The Theories Of Social Behavior Sociology Essay
Analysing The Theories Of Social Behavior Sociology Essay The Green Mile movie was fundamentally made to show the harm that human beings inflicted on other members of their species, some degree of corruption and high levels of crime in the society that called for large number of executions in Green Mile. Seemingly, there was little or no regard for morality and obedience to social norms governing the society. Greem Mile was a term reffering to death row in Louisiana State Penintiary, where prisoners were held as they waited for their execution. The movie illustrates the true nature of death penalty, showing how cruel and barbaric it was (Darabont). The symbolic nature of the film portrays a care-free type of society, whereby Eduards adopted mouse represents freedom. The mouse could come and go away without any restrictions. He was never trapped and he seemed to fully enjoy life as clearly seen through his daily circus activities. This clearly shows the level of freedom enjoyed by members of this society, without cultural or social barriers. This is evidently so due to high levels of crime comitted. Too many executions were carried out in Green Mile (Darabont). This is a clear presentation of Durkheims theory of functionalism perspective which embraces crime as a normal and functional practice in any society. According to this theory, crime is normal because in every society, there exists some level of crime. It is equally functional as it serves to reinforce social norms, provide the raw material for social change and provide a kind of safety valve for social discontent, where people could simply disobey the law, rather than se eking to change it (Anderson and Kaspersen 158). In Green Mile, everyone was seeking to harm the other. The society lacked compassion and had no respect for humanity. There was no social order and stability but only a collective will to maintain order through executions. This is a society where killing was the order of the day The parents of a girls believed to have been killed by Coffey had a venom in their minds against him. Percy and Maniacal prison inmate Sam Rockwell sought nothing more than perverse destruction. Even the prison guards had one sole purpose, to kill (Darabont). This is in line with Durkheims theory, who insists that crime is both functional and inevitable in any society (Anderson and Kaspersen 28). Corruption was evident in this society. It was revealed that Percy was a nephew to the governors wife, and his powerful political connections got him hired as a prison guard. He had no regard for work ethics. He derived pleasure from frightening, humiliating and hurting other people, contrary to what was expected of him as a prison guard (Darabont). His deviance began with the society as explained by Durkheims theory of functionalist perspective. The societys collective sentiments seem to be too weak to prevent any deviance from the law as clearly seen through corrupt acquisition of his job using political connections. This shows that there was neither constant reaffirming of shared values nor was there passing of the same values from one generation to another, a critical situation responsible for the collapse of this society. People such as Percy and the Governors wife do not seem to follow any collective society conscience. They are naturally selfish by all means and only preffer t o satisfy their own interests regardless of who is hurt in the process. Even law and primary socialization of the family does not seem to stop them (Anderson and Kaspersen 258). Coffeys magic healing power could be said to represent perfect power of God which was at work. Even though the society was going through a period of social strain and dramatic change, religion could playe a key role in bringing back the shared norms and values of the society thus restoring social order as well as helping the society to distigush the good in those around us and resist evil (Anderson and Kaspersen 541). Conclusion This paper has discussed Emile Durkheims theory of Functionalist Perspective with special emphasis on events witnessed in the movie Green Mile. From issues discussed, the movie seems to have targeted the corrupt leaders and unjust systems of justice that contributed to selfishness as people undermined social expectations that call for respect of rights and needs of others and preffered to look after their own interests regardless of who was hurt in the process. This is evidently seen in unjust execution of Coffey who is believed to have been innocent. People in this society only seem to obey their natural state of greed and selfishness, a condition that has accelerated erossion of society values and led to total disregard for order and harmony. This is anomie which is very dangerous and harmful to all as seen through charcters like Percy and Maniacal prison inmate Sam Rockwell whose main desire was to destroy and kill. The power of collective conscience, social norms and values in th is society have been weakened through external shocks. However, through education and religion, society values and collective conscienceness could be restored to bring back the shared norms, values and social order. social systems could be highly valuable in working to maintain equilibrium and to return to it after such external shocks that have disturbed balance among members of this society. Strong emphasis put on socialization of members of the society into basic values and norms of the society could help the society to reach a consensus. A society should be viewed as totally united with all parts of institutions working in oneness and quasiamatic fashion toward achieving overall social equilibrium.

Causes of Animal Extinction and Disappearing Species
Causes of Animal Extinction and Disappearing Species Newler argues that, animals become extinct when they die and no longer exist; at that death of the only existing members of the species. Extinction simply means to be away forever. The process takes place over a period of time. A species may be regarded to as functionally extinct before it is fully extinct when only a few of them exist. The existing group is for one reason or another unable to reproduce and propagate the species, hence termed as functionally extinct. The process begins from the time when the death rate is higher than the birthrate. The number of animals then slowly decreases to extinction, (Newler, 102). Newler also adds that in biology extinction is the end of a given species of animals in an ecosystem. Though not documented, scientist believe that 99.9% of the species that have existed before have so far been extinct. A certain species of animals may get extinct because it cannot survive in the changing environmental conditions; allowing only the species that are well adapted to the environment to survive. This shows that there are certain natural factors within the environment that causes extinction, (Newler, 102). According to Manwel, a number of animals that existed several years ago have since been extinct. These include: tyrannosaurus Rex (extinct 65 million years ago), Stellers sea cow: the defenseless beast (extinct since 1768), Thylacine: the Tasmanian tiger (extinct sine 1936), Quagga: half Zebra, half Horse (extinct since 1883), Irish Deer: the largest deer that ever lived (extinct about 7,700 years ago), Caspian Tiger: the third largest (extinct since 1970), Aurochs: a very large type of cattle (extinct since 1627), Great Auk: largest of all Auks (extinct since 1844), Cave Lion: one of the largest lions ever (extinct since 2,000 years ago) and Dodo: the archetype of extinct species (extinct since late 17th century), (Manwel, 75) Causes of animal extinction Although some cases of animal extinction is attributed to natural factors within the environment, it is however evident that human activities play a very key role in the process. Scientists have studied the human activities that causes immense environmental changes which makes the environment unfit for the existence of a particular species of animals. Since humans have become the dominant species on earth, increase in human activities leads to exploitation of the resources within the environment and leads to emissions that may cause serious climatic changes which reduce the chances of survival of the animals. Some of the causes of extinction include the following. Global warming According to Manwel, there is a close association between global warming and extinction of animal species on earth. Scientist argue that 251 million years ago, life on earth nearly came to an end when there was mass extinction that saw the death of over 90% of all species on earth. This was caused by a volcanic eruption that caused an increase in atmospheric temperatures by 6 oC setting off a greenhouse effect that led to the mass extinction. The greenhouse effect was caused by the emission of carbon dioxide from the volcanic eruption. The accumulation of carbon dioxide in the atmosphere creates greenhouse effect, (Manwel, 77). Ruckler adds that with the increase in human activity and industrial advancements lead to the emission of carbon dioxide in the atmosphere which causes greenhouse effect. As the levels of carbon dioxide increases, the evidence of its effects on the planet becomes more glaring. At present, a number of animal species are at the verge of extinction because of the serious environmental changes cause by global warming. Global warming leads to increase in atmospheric temperatures and reduces the amount of oxygen both in the atmosphere and the water bodies. This greatly affects the existence of animals. For example, when the amount of oxygen dissolved in water is reduced, anaerobic bacteria increases and the number of the other aquatic animals reduces drastically. Global warming also affects migration of animals, hatching of eggs and distribution of animal species in the planet. There is factual evidence that global warming is tied with animal extinction. In Australia for example, White Pos sum is believed to be extinct as a result of global warming. The animal died because it could not withstand the high temperatures, (Ruclker, 56). Overhunting and overfishing According to Raloff, overhunting refers to the harvesting of wild animals beyond the growth rate of the population; such that the total population of the animals gradually reduces. Both overhunting and overfishing reduces that number of animal species. For example, a number of fish species are facing extinction because of overfishing. Overhunting in the high seas has reduced significantly the population of whales, sea turtles, sea cows and other fish species, (Raloff, 23). Most humans hunt for wild animals for their hides and meat. Human encroachment into the forest and new habitat has seen the extinction of animal species. In North America, 11,000 years ago, when people first migrated from Serbia to Alaska, it is thought that some species of animals including the mastodon, mammoth and Saber-toothed tiger became extinct within a few centuries because of hunting and resource exploitation. The effects of global warming are evident from the extinction of a member of the primate group in Ghana and Ivory Coast. The red colobus and the red-checked monkey became extinct from the African forest because overhunting and destruction of its habitat brought about by human inhabitance. Raloff argues that in the past, the extinction of animals such as elephant birds and lemurs in Madagascar, kangaroos in Australia, Moas in New Zealand, herbivores in America are overhunting. Hunting poses major threat to animals and has lead to the increase in the number of endangered species. The most endangered groups of animals in the world today are the mammals and birds. For mammals the main disadvantage they have is that they are big (require more food and water) and reproduce at a slower rate hence they can be easily wiped out through overhunting. Birds are susceptible for overhunting because of their conspicuous nature. This makes the two goops the most endangered groups in the modern world, (Raloff, 23). Habitat degradation Manwel and Mwenda pointed out that most animals live well in given set of condition provided in a given habitat. Habitat degradation means that the conditions are altered making it unsuitable for animal inhabitance; which may cause the extinction of a species of animals, which directly depend on the environment for food and shelter. The environment is changing from time to time in a slow pace. Human activities cause rapid changes in the environment to the disadvantage of animals which are slow to adapt to the fast changing environment. Increase in agriculture, mining, logging and fishing are just but a few human activities that expedite the extinction process through environmental degradation, (Mwenza, 96). Habitat degradation may cause extinction of animal species either directly or indirectly. The industries and farms produce a lot of toxic products. The effects of these products include; reduced reproductive capacity, short life span and reduces that ability of the animals to survive the environmental conditions. The availability of food and shelter from the environment is reduced by habitat destruction. Overpopulation Manwel and mwenda said that overpopulation in animals stiffens the competition for food and shelter. When the population of animals is higher than the carrying capacity of a given ecosystem, there will be a shortage of resources which definitely leads to the death of some animals. Overpopulation leads to overexploitation of the existing resources. When there is overpopulation of predators, the population of the prey reduces to and becomes one of the endangered species. If the increasing population of the predators is not controlled, the prey soon becomes extinct, (Manwel and Mwenda, 29). Conclusion The number of endangered species in animals increases with time. This means that the total population of animals on earth reduces gradually. A number of animal species are now facing extinction. The main causes of extinction can be either natural causes or human activities that affect those animals directly or indirectly. The causes include: global warming, overhunting and overfishing, overpopulation and habitat degradation. The main effects of these factors is that they endanger some animals species. The Civil Rights Movement Essay -- Black Civil Rights in America
"Darkness cannot drive out darkness; only light can do that. Hate cannot drive out hate; only love can do that." - - Martin Luther King, Jr. The Civil rights Movement helped people realize how powerful their voice can be, which changed America completely. One of those people who had a powerful voice was Martin Luther King, Jr. He was an inspiring and influential leader of the Civil Rights Movement. The quote above is just one of many inspirational comments made by Martin Luther King. The peaceful protests against racism, which this African-American man directed, often got responses of violent threats, beatings, and arrests. King stressed how significant it was that the black community would not stoop down to the level of the people that they were fighting against. He had an attitude of This way of thinking was extremely successful and gave the Civil Rights Movement a motivating honorable influence and cleverness. Although Rosa Parks did not exactly have a powerful voice, she had a powerful attitude. Rosa Parks, known as "the mother of the Civil Rights Movement,â⬠rode the bus home from her work in Montgomery, Alabama on December 1, 1955. This was the day that she was also arrested for refusing to stand and let a white passenger take her seat. With the help of Martin Luther King, Jr., who launched a boycott of Montgomery buses, the Supreme Court declared that it was unconstitutional for segregation to occur on buses. Another person that played a big role in the Civil Rights Movement was the brave civil rights lawyer, Thurgood Marshall. Hamlet â⬠What Makes Polonius Indispensable? :: GCSE English Literature Coursework
Hamlet ââ¬â What Makes Polonius Indispensable? à à à à Polonius, father to Laertes and Ophelia in the Shakespearean tragedy Hamlet, is vitally important to this play. Without his involvement there would be something seriously lacking. Let us dwell on the lord chamberlain in this essay. à In ââ¬Å"Tragic Alphabetâ⬠Lawrence Danson explains Poloniusââ¬â¢ use of ââ¬Å"lie-detectorâ⬠acting: à For the lie-detector use of acting is one we see much of in Hamlet, and though it shares certain characteristics with Hamletââ¬â¢s use of acting, it is decisively not the same. Polonius is the great master of it ââ¬â of using, that is, the indirection or downright falseness of acting to discover a truth. Polonius was in his time an amateur actor himself; appropriately, he played Caesar and was killed in the capitol. But we now see Polonius either as a theater critic (and it is a flat sort of criticism he practices, multiplying rigid categories while demanding that he be kept entertained), or as a director ââ¬â of Laertes, Reynaldo, Ophelia, Gertrude. To each he recommends the use of seeming: in the case of Laertes it is to be nothing short of a life-style, but with the others it is specifically a means for getting at a hidden truth. (83) à In the Introduction to Twentieth Century Interpretations of Hamlet, David Bevington presents Polonius as similar to Hamlet in various ways: à Polonius, his [Hamletââ¬â¢s] seeming opposite in so many ways, is, like Hamlet, an inveterate punster. To whom else but Polonius should Hamlet direct the taunt of ââ¬Å"Words, words, wordsâ⬠? The aged counselor recalls that in his youth he ââ¬Å"suffered much extremity for love, very near this,â⬠and he has been an actor at the university. Polonius too has advice for the players: ââ¬Å"Seneca cannot be too heavy, nor Plautus too light.â⬠When Hamlet jibes at ââ¬Å"so capital a calfâ⬠enacting Julius Caesar, killed in the Capitol, he reinforces the parallel to his own playacting and anticipates the slaying of Polonius behind the arras. (4) à Poloniusââ¬â¢ entry into the play occurs at the social get-together of the royal court. Claudius has already been crowned; Queen Gertrude is there; Hamlet is present in the black clothes of mourning. When Laertes approaches Claudius to give his farewell before returning to school, the king asks Polonius: ââ¬Å"Have you your father's leave? What says Polonius?â⬠And the father dutifully answers: Ã

One Minute Manager Essay
Many people in todayââ¬â¢s work world are always looking to become better organized and better people. In the book, The One Minute Manager by Ken Blanchard & Spencer Johnson, the main character does just that. He was looking for the best managers out there. He ran into ââ¬Å"tough managersâ⬠, whose organizations won while their people lost. He also ran into ââ¬Å"nice managersâ⬠, whose people won but their organizations lost. Until, one day he ran into a One Minute Manager and was intrigued to learn more because this One Minute Managersââ¬â¢ organization & people won. So the One Minute Manager Organized for the main character to speak to three of his employees so he could further his research. The first person he spoke to was Mr. Trenell, who told him about One Minute Goal Setting. Mr. Trenell explained first how One Minute Goal Setting is for your manager and you to be able to agree on the goals and show what is acceptable. Second, write all your goals on paper with less than 250 words. With doing all these correctly you and your manager should be able to read and re-read all goals in a minute and see whether or not your behavior matches your goals. Intrigued by all this the main character wanted to learn more. The second employee he went to speak to was Mr. Levy, who told him about One Minute Praising. He learned that with exercising One Minute Praising correctly he must first tell people up front that their performance will be watched and praised immediately. Secondly, tell people what was done right and how it makes you feel. After all that give them a moment to make everything sink in. After the moment, encourage more of the same behavior and shake hands to show your support. Even more intrigued than before the main character continued. The third employee he spoke to was Ms. Brown, who informed him about a One Minute Reprimand. A One Minute Reprimand, he learned, was pretty much like a One Minute Praising but in reverse. You still let people know that their performance is being watched and you reprimand immediately. This time instead of you telling them something right you tell them something wrong and your feelings towards that behavior. Give them a moment and then continue to reaffirm sides, value, and good behavior. The most important thing he learned about reprimands is that once itââ¬â¢s over, itââ¬â¢s over. Completely intrigued by this One Minute Managers employeesââ¬â¢, he wanted to know why it worked so he re-visited the One Minute Manager. The Manager explained that since the steps: One Minute Goal Setting, One Minute Praising, and One Minute Reprimand, were so easy to obtain anyone can easily do it. Finally, after learning all the proper steps to become a One Minute Manager he decides to try it for his own work. He up front lets his people know he is trying something new so he could practice without much criticism. He eventually masters the technique and becomes a One Minute Manager.

Comprehensive Agrarian Reform Essay
For a long period of time, the agrarian system of Philippines was being controlled by the large landlords. The small farmers in Philippines were struggling for their rights to land and other natural resources. The implementation of Agrarian reforms proceeded at a very slow pace. This was due to the lack of political will. The redistribution of land was also very slow. Comprehensive Agrarian Reform Law: Philippines The Republic Act No. 6657, alternatively called the Comprehensive Agrarian Reform Law was signed by President Corazon C. Aquino on 10th June, 1988. The Comprehensive Agrarian Reform Law is responsible for the implementation of the Comprehensive Agrarian Reform Program (CARP) in Philippines. The law focused on industrialization in Philippines together with social justice. The Comprehensive Agrarian Reform Law: Objectives. The primary objective of instituting the Comprehensive Agrarian Reform law was to successfully devise land reform in Philippines. It was President Arroyo, who signed the Executive Order No. 456on 23rd August to rename the Department of Land Reform as Department of Agrarian Reform. This had been done to expand the functional area of the law. Apart from land reform, the Department of Agrarian Reform began to supervise other allied activities to improve the economic and social status of the beneficiaries of land reform in Philippines. CARP Meaning Comprehensive Agrarian Reform Program of 1988, also known as CARP, is a Philippine state policy that ensures and promotes welfare of landless farmers and farm workers, as well as elevation of social justice and equity among rural areas. Agrarian reform is a 100-year history of unfinished reforms after the United States took over the country from the Spaniards. Before the Hispanic period, there were no owner-cultivators, only communal land owned by the barangay which consisted of a datu, freemen, serfs and slaves. The Spaniards replaced this traditional system of land ownership, similar to existing systems among several indigenous communities today and distributed the land (haciendas) to the Spanish military and the clergy or established encomiendas (administrative districts). The 1935 Constitution addressed the issue of foreign access to land, i. e. corporations must have at least 60% Filipino ownership, and use-rights were limited in time. Other reforms included limitations on interest rates on loans and an increase in the sharecropping share from 50% to 70%. But very little of these laws were really followed in practice and the Huk rebellion was born. Under the Magsaysay and the Macapagal administrations, land reform was again tackled, such as the Mindanao resettlement program and the Land Reform Act of 1955, but no significant results were really achieved in terms of scope and magnitude of land transfer. With martial law, the whole Philippines was declared a land reform area under PD 27. Significant progress was made, but the continued practice of the share tenancy system, coverage limitation to rice and corn lands, the many exemptions allowed and the shortcomings in support systems (although it was Marcos who set up the new Agrarian Reform Department) did much to limit the affectivity of the reforms in addressing the over-concentration of wealth problem and rural poverty. The CARP years since 1988 ââ¬â for the first time the program covered all agriculture lands regardless of crop and tenurial arrangements. Land distribution increased substantially ââ¬â about 7 million hectares with about 4. 2 million farmer beneficiaries. But the total figures hide disturbing underperformances. ââ¬â and only about 1. 5 million hectares of private agricultural lands have been covered for an accomplishment rate of only about 50% after twenty years. ââ¬â Moreover the lack of support services, funding and infrastructure, is still prevalent. Of the original estimate of P220 billion to complete the program, only P203 billion have been budgeted by Congress, of which only about P170 billion have been released. While there is significant empirical evidence that agrarian reform has yielded significant benefits and has the potential for even greater benefits, the fact is that it has encountered implementation problems. Regardless of the problems encountered by CARP, the point is that CARP is not the cause of the continuing poverty nor the obstacle to solving it. On the contrary, completing CARP in accordance with the mandate of the Constitution is a necessary condition to correct social injustice, and achieve sound agricultural development and economic growth. Of course, agrarian reform is not a panacea that will solve all our problems. Neither is education, nor health care, nor industrialization nor clean elections, nor honest leadership. The fact is that the path to growth with equity is a complex process because we need all the programs working together to succeed. In the final analysis, the future of CARP is a political decision of those in power with respect to two questions: ââ¬â How much reform is the government willing to implement? ââ¬â How much resources are government willing to devote to such reforms? Department of Agrarian Reform is the lead implementing agency of Comprehensive Agrarian Reform Program (CARP). It undertakes land tenure improvement and development of program beneficiaries. DAR conducts land survey in resettlement areas. It undertakes land acquisition and distribution and land management studies. The DAR also orchestrates the delivery of support services to farmer-beneficiaries and promotes the development of viable agrarian reform communities. The DAR logo shows the Departments acronym representing the institution and its role as the lead agency in the implementation of the Comprehensive Agrarian Reform Program (CARP). Green stands for fertility and productivity while yellow represents hope and a golden harvest of agrarian reform beneficiaries who are the recipients of the services provided by the Department via CARP. Both colors imply that economic growth and sound rural development can be achieved through agrarian reform. Mandate The Department of Agrarian Reform (DAR) leads the implementation of the Comprehensive Agrarian Reform Program (CARP) through land tenure improvement, agrarian justice, and coordinated delivery of essential support services to client-beneficiaries. Its Mission: ââ¬Å"To lead in the implementation of agrarian reform and sustainable rural development in the countryside through land tenure improvement and provision of integrated development services to landless farmers, farmworkers and small landowner-cultivators, and the delivery of agrarian justiceâ⬠, and Vision: ââ¬Å"A nation where there is equitable land ownership and empowered agrarian reform beneficiaries who are effectively managing their economic and social development for a better quality of lifeââ¬
